HC asks why upazila parishad being 'bypassed'
Dhaka, June 19 (bdnews24.com) ? The High Court has issued a rule seeking to know why steps should not be taken to implement an order to submit reports prepared by various government officials at upazila level to the upazila parishad chairmen.
The bench of justices Farid Ahmed and Sheikh Hassan Arif issued the rule on Sunday.
The cabinet secretary and the secretaries of the public administration, health and family welfare, agriculture, fisheries and livestock, relief and disaster, social welfare, education, women and children affairs, youth and sports and the public works ministries have been asked to come with explanation within four weeks.
Anwarul Haque Bablu, presidium member of the Bangladesh Upazila Chairman and Vice Chairman Unity Council and chairman of Akkelpur upazila parisad in Joypurhat, filed the writ in the morning.
His lawyer Yusuf Ali told bdnews24.com, "The Article 24 of the Upazila Parisad Act has given the government the authority to depute any government department to the upazila parishad."
According to him, the local government ministry deputed several departments to upazila parishads by issuing a gazette on Dec 30, 2009.
The lawyer said, "Everyone deputed to the upazila parishad will have to obey the orders of upazila parishad chairmen, as it is an administrative unit recognised by the constitution of the country."
